“Public order: Conflict management: Experts meeting in Brussels on 15 April 1998”
Introduction
Following on the Joint Action of 26 May 1997, “Joint Action with regard to cooperation on law and order and security”, this document records the views of EU “experts” on public order. It illustrates the construction of “threats” and includes gems like: “Conflict has the potential adversely to affect the status quo”. See Statewatch European Monitor, vol 1 no 1, 1998.
The EU plans would:
* give control of operations to the newly-created EU “Task Force of Chief Police Officers” which has no legal basis for its activities
* create mechanisms for “operational” cooperation for which there are no legal powers
* legitimise the ongoing surveillance by “police and intelligence officers” (internal security services) of “persons or groups likely to pose a threat to public order and security”
* create national databases of “troublemakers” based on suspicion and supposition without any legal standards or data protection and the unregulated exchange of this data
* allow EU member states to pass laws to prevent people from going to protests in other countries if their names have been recorded as “suspects” or if they have been convicted of minorpublic order offences (obstructing the highway)

Duitsland en Italië pleiten voor een Europese politie-eenheid die is gespecialiseerd in rellenbestrijding. Doel is effectiever te kunnen optreden bij betogingen tijdens topontmoetingen zoals de G8 in Genua.
Het idee is afkomstig van de Duitse minister van Binnenlandse Zaken, Otto Schily, die hierover dit weekeinde heeft gesproken met zijn Italiaanse ambtgenoot Claudio Scajola. Deze Europese oproerpolitie zou speciale training moeten krijgen. Schily vulde tijdens zijn bezoek aan Italië dit idee niet verder in. Hij zei wel dat er een Europese databank moet komen van personen die als potentieel gewelddadig worden beschouwd. Verschillende Europese politiediensten werken al samen in proefprojecten tegen illegale immigratie.

De Raad en de vertegenwoordigers van de regeringen der lidstaten memoreren dat een van de doelstellingen van de Europese Unie is, de Unie te handhaven en te ontwikkelen als een ruimte van vrijheid, veiligheid en rechtvaardigheid. In een dergelijke ruimte moeten de burgers het recht genieten om:

Annemie NEYTS-UYTTEBROECK, opening the debate on the G8 Summit in Genoa for Council rejected and condemned violence. She noted however that responsibility for public order fell within the competence of Member States. She recognised too that the EU should respond to the anxieties of the protesters. She wanted Parliament to be involved in examining the effects of globalisation and to promote dialogue with developing countries. In particular she noted that Prime Minister Verhofstadt would be publishing his own thoughts on the issue. Mrs Neyts, declaring herself one of the generation of 1968, argued that protest was a good thing. She believed that there should be a proper ordering and control of globalisation – this should be the task of world organisations. She recognised that globalisation and the development of new technologies did not always benefit everyone. It was important, she concluded, to minimise the damage caused by globalisation.

Als voorzitter van de Raad Justitie en Binnenlandse Zaken van de EU, heb ik het genoegen u de conclusies voor te stellen, die de Raad en de regeringsvertegenwoordigers van de lidstaten op 13 juli 2001 hebben genomen op het vlak van de veiligheid tijdens Europese Raden en andere evenementen die soortgelijke gevolgen kunnen hebben. Ik zou eveneens de opvolging van die conclusies willen bespreken.

WASHINGTON — Looking back, Patricia Doyle Mohammadi might not have stepped off the curb during protests against the World Bank and the International Monetary Fund.
She and her 13-year-old daughter, Mitra, had volunteered to help chronicle the April 2000 protests for a suburban cable television show. Drawn to the action by curiosity and a chance to play journalist for a day, now it appeared, they were going to jail.
